I got a link to a folder for work, decided to log in after getting bothered a bunch, and was told I needed to request access. I was able to get in by clicking the link in my email again, but so much annoyance to get people to sign up when they might already have accounts. Does Dropbox really care that people just tolerate it instead of liking it?

The “Request access” prompt generally appears when someone has sent you an email invitation to a shared folder, and you try to access it while logged in to another Dropbox account (not the one linked to the email address the folder was shared with).
