I have the same problem, dropbox starts to sync the 1.5GB folders/files then after a while it says all my files are up to date but they aren't available offline and have both green tick and white cloud. Can someone help?

Let's get to business here!
Can you navigate inside your Dropbox folder, and check the icon shown on the files you're trying to access? Depending if you have a Mac or a Windows device, which one of these icons are present when you check your files locally? Are you certain that there are no directories being synced while this is happening?
Also, if you right click on these files do you see the option to make themĀ online-only, or available offline?
While we're at it, can you check and locate your little Dropbox icon in your menu/taskbar and hover your mouse over it? That should give you the app version and syncing status that you're using. Share it with me when you have it, and we'll take it from there.
