I still seem to have issues with this? It was never the case with older instances of Dropbox. I have "available offline" as my default option, but items seem to be unavailable that I am certain that I haven't selected "online only" for. Inconvenient, as I have limited internet access at the moment and can only access my files that I had assumed they were on my computer through a phone hotspot.
I am using a MacBook with OS 15.5. Dropbox version 246.4.3513

You mentioned that the files seem to be unavailable. Do you see any errors when you try to access it?
Can you navigate inside your Dropbox folder, and check the icon shown on the files you're trying to access? Which one of these icons do they have?
Also, if you right click on these files do you see the option to make them online-only, or available offline?
