Was it directly from our website, or from the Dropbox app on your mobile device (billed through iTunes/Google Play)?
If that's the case @JJehad_226, you can reach out to Apple to pursue a refund for your payment, by following these steps.

Fro the website - but there was no text, email NOTHING to say £199 was being taken from my account on the first of the month!

Upgrades are charged however you upgrade, so, my guess if you upgraded via an app store and therefore you agreed via the T&Cs to pay for the upgrade via that system after the trial.

I was working in an old department, and no longer work there. My old business card is inactive, but somehow I still received a charge on that card.
I don't have access to the drop box account so I have no way of canceling it (I don't use the dropbox account since I no longer work there!) I'm not sure how to reach out to customer service. Any way to contact them to explain?

In such cases, I'd recommend that you reach out to our support team directly for further assistance as they'd be better equipped to help with your request.
To do this, use an incognito window without signing into any Dropbox account and fill in this form with all the relevant information and an email address we can reach you at.
Once you do this and you acquire a ticket number from our system, you can let us know the ticket ID so that we can look it up in our system too.
