Since I only use several MB of storage in my dropbox, why am I being charged for Dropbox Basic monthly? I thought it was free if I use less than 2GB.

Basic accounts don't have a monthly charge. If the plan that you see listed on this page says Basic, then you're being charged for a different account.
If your account shows Basic, then use the charge lookup tool to identify the account that you're actually paying for. Once you've identified the account, you can sign in to it and cancel the subscription if needed.
