Because shared folders use up the quota of everybody in it.
If you dont need write access you can ask for a shared link instead which gives you read-only access via the web. Or, ask the to reduce the size of the folder.
We are a club using Dropbox basic 2GB storage for storing and sharing club information with members. If members are accessing shared folders does that also require them to have their own Dropbox storage as we have members getting messages saying their Dropbox storage is getting full.

I merged your post with another one, since they're about the same thing, I hope that's okay.
Indeed, shared folders take up space in each member's account, so the other members would need enough space in their own accounts as well.
If they simply need to view or download files from the folder, you can send them a "view-only" link instead.
And if they need to add files to your account, you can send them a file request.
None of these require space or even a Dropbox account from the recipients.
