You need to use the emergency backup code(s) you were given when you activated two-step authentication, or you would need another active device already signed in to your account. Without either of those, there's no way to gain access to an account that's protected with two-step authentication.

No. The only thing you can do is use the recovery codes you were given when you set it up OR download everything if already logged in and create a new account.

Perhaps you overlooked them then, and didn't save them. Two-step verification does not get enabled without backup codes. If you don't have them, and you don't have the authentication device, then there's no way to gain access to the account.
You are always given recovery codes when setting the account up @AlejandroPinto, however, that long ago it wasnt as obvious - you had to click 'Confirm' to say you'd downloaded and that was it.
But as Rich said without you cannot regain access.
