If my team wants to develop an app integrating with Dropbox, what is the practice in term of using which account to create the app? It does not make sense to use the individual email address.

Every Dropbox API app is owned by one Dropbox account, and the Dropbox account can be of any type. Exactly what Dropbox account, and what email address is on that Dropbox account, is up to you. For instance, I know some developers register an email address and Dropbox account with that email address specifically for owning their API app(s).
