I have a Basic Dropbox Account
The Storage is over quota and I am unable to see the files unless I upgrade the account
I am retired and simply wish to download the files to my pc

That screenshot you sent does show a clear picture of what might be going on, so let's see if we can confirm my suspicion.
So, it looks like there aren't really any files in your account at all, which leads me to think that the files that are taking up your space, are backup files.
Can you go to this page, to see if you can locate and delete them from there?
