Improved File Transfer analytics to better capture add-item failures, file-ID drops for online-only/unavailable local files, and upload API errors.

Fixed an issue where File Provider opt-out wouldn't be preserved after logging out and logging back in.
Fixed an issue where the Dropbox tray on Windows could be cut off at the bottom of the screen on some display configurations.
