Our former admin doesn't work here anymore and it appears she has changed her email to an address we don't have access to. How do we remove her access and change the admin?

It sounds like you're all using a Dropbox Business account, is that correct? If so, is there any other team admin in the Team at the moment, or just her?
If she changed her Dropbox account email address to a new one, and because she is the admin, then I'm afraid there is no way to remove her, and change the admin to a different one.

Then you won't be able to replace the admin yourself. Only they will be able to do it. Have you tried contacting them?
Failing that, I would immediately make an offline backup of all the data in the account because there's nothing stopping them from deleting it or just kicking you out of the account. Technically, the account is theirs as it's their email controlling it. Backup your data, then start a new account and upload your data to it. Basically, start over.

You need to download any content you have, and create an entirely new Dropbox account, which you'd then upgrade to a Business plan.
