1) No issues, although I have recently deleted all my dropbox.com files as I wish to start afresh with Dropbox. It allowed me to sign in as normal.
2) Yes.
3) The message appeared whilst I was using the Safari browser. I've since used the Firefox browser and the message didn't appear.

I'm running macOS Big Sur.
I'm not having any problems logging in. The message appears before I enter the security code and then disappears.
I've done what you suggested but the message is still flashing up before I enter the 2FA code. Incidentally, I've now noticed it flashing up when using the Firefox browser. As I am able to open the Dropbox.app after I have entered the 2FA code, should I just ignore the message?

2) Email.
3) Password.
4) Sign in.
5) The "There was a problem completing this request" message pops up in red on the login screen for some seconds.
6) The message disappears and I'm asked to enter the six digit code.

As far as I can see there are no issues restricting traffic to the listed Dropbox domains.
I am running Norton 360 as my security software. If, in Norton 360, under Firewall > Application Blocking, I block the Dropbox.app I still receive the “There was a problem completing this request” message. However, the message stays on the login screen much longer than when the Dropbox.app is not blocked. Could the message be flashing up on the login screen because Norton 360 is checking to see whether or not the application is blocked?

As requested, I disabled Norton temporarily. When I clicked on Log in, the message appeared as usual. So, it doesn't look as if Norton is the problem.
I assume you want me to give you access to my computer. I do not wish to do this.
At 09:47 on the 14th March, I received a version update to 8.7.4 from Norton. At 17:31 on the same day I received your email. When I logged in to Dropbox to reply to your email I noticed that the "There was a problem completing this request" message did not appear. I have logged in to Dropbox a few times since then and the message hasn't reappeared. So, it looks as though Norton was causing the problem.
