People using this link report to me that they can view the files but not download them but rather get this image:

Have you tested the link yourself in an Incognito/private browser session (i.e. one where you're NOT signed in to Dropbox)? It seems to be working.
Do you know what platform the people are using to access the link? Windows, Mac, Android, iOS? Which browser they're using? etc.
