I moved files from Dropbox to One drive and they are showing as empty folders.

As long as you didnt delete your account or permanently delete the files you should be able to via https://help.dropbox.com/delete-restore/recover-deleted-files-folders
If you did delete the account then no, I'm afraid they are not recoverable.
