It's possible to specify in the Windows Taskbar settings that the Dropbox icon should appear on the Taskbar. However, it doesn't seem to appear if Dropbox is up to date. How can I cause it to appear under all circumstances?

There are no settings for that within Dropbox. There isn't even an option that hides it when Dropbox is up to date.
Are you sure it's not just in the list of hidden icons on the taskbar? Click the caret ^ and see if it's listed in the hidden icons. If it is, and you want it visible all the time, just drag it from the list into the main area of the system tray.

I suspect that the problem is the same nuanced problem that I am experiencing: on Windows 10, in dark mode, on one of my Windows computer but not the other, the Dropbox tray icon on the taskbar is a very dark grey square on black, and thus appears to be missing but is actually present (if I hover the mouse on the black square I see "Dropbox 154.3.5344" as a tooltip. Whereas on another Windows computer on my desk the Dropbox tray icon is just fine (white logo). So, how do we get the Dropbox logo to appear rather than a dark grey on black box? All other tray icons from other applications are working fine. This has been going on for weeks for me on this one computer. Help! Thanks.

Same with me I can tell there is an icon there but cannot see it unless my cursor rolls over it. Send a picture really? Seems pretty self-explanatory to me.
