Does it happen with a specific shared link or all? Are you the owner of the files the links point to or were they shared with you?

Can you please clarify what you're trying to do?
Are you trying to download files from shared links that someone else sent you?
Or are you trying to download files from your own Dropbox account? If so, can you go to this page to locate the files and download them from there?

Are you perhaps using some kind of API to download or share the files?
Its likely resolved now as Dropbox had a service issue earlier.
