We have a company folder and in the folder are many files. Can I limit one users access to one of the files (not the whole folder, just 1 file) and if so how?

I'm afraid that if the particular file is within a shared folder this person has access to, you won't be able to limit their access.
You could change the user's permissions, to give them "view-only" instead of "can edit" access, but that would apply to the whole folder.
A workaround could be to create a new folder, add that file there and share the folder only with the people that need to access it.
