Does the shared link work normally when you access it via a browser?
The issue could be related to Microsoft, as the error is the same as in this thread, since support for Office 2013 ended in April this year.

Hi, I have attached the error I receive when I copy the link and try open it. I have signed out and back into dropbox and it's still not working. I have uploaded an image and copied the link with view access. I have pasted the link into word and excel but this error appears when I try open the file.
