Assuming it's possible, that would be up to Synology to implement as they're the ones that create the sync client used on their NAS products. It's not created by Dropbox.
Since Synology is using the Dropbox API to connect to Dropbox, they will be limited to the functionality that the API provides, and I don't think Smart Sync functions are available in the API. At least, they weren't as of 2020.
