As a first step, could you re-install the mobile Paper app on the affected iPad and let me know if you're still getting the same result?

It seems I have the same issue as @mkabischev. I can see the icon but it's always disabled.

As of May 13, 2020, the icon is still inactive. I don't see Dropbox pouring some love for the Apple Pencil For me, it's a dealbreaker between using Apple Notes and Dropbox Paper. And yes, I reinstalled the app on my iPad. It still doesn't allow me to use my Apple Pencil.

Could you let me know the exact OS of your iPad and if you're noticing the same for all of your Paper docs?
I have iPadOS 13.4.1, and yes, I did notice the same on all Paper documents. I attempted reinstalling multiple times, to no avail.
However, now it looks like it's fixed!
