Are you part of a Dropbox team, as it says invite members in the top of your screenshot?
This would be why you're not able to delete your account, as only the team admin can delete team members from a team.
Otherwise, if you are the team admin, you would need to delete the team first before you have the option to delete your Dropbox account.
