Can I insert a link into and Excel file on Dropbox that opens another Excel file on Dropbox? If so, how, and do I need to shorten the url to insert it?

Can you elaborate a bit on what exactly you want to achieve?

You could use Dropbox links and put them in cells to open other files in Dropbox on its website BUT these would not open a file locally on your machine - i.e. they wouldnt open in say \Documents\Frank's Files.
