Dropbox doesn't currently have the ability to publish videos to Youtube, though it seems that it will be coming in the future. For now, you'll need to download the file to your device and then upload it to Youtube manually.

HI @ExpoMichigan, there isn't a service here that would allow you to convert it directly to YouTube as of yet, nor a place to pay for someone to do so.
You'd need to upload it to your YouTube account directly from their site.
