I've enabled my camera uploads, but it won't work. What can I do?

For some unknown reason my camera uploads is turned off and when I go to settings to turn it on it does nothing. Not that long ago it was so easy for me to upload onto dropbox from my phone and now I can't upload any photo's. it won't upload automatically and manually I can't upload it either.

Any help is appreciated.
