no matter how many times I have re downloaded dropbox desk top app, my profile picture does not show up and I cannot choose any preferences for syncing or anything else from the desktop

As a first step, would you mind clarifying the version of our app that you're using on your device, along with the app's syncing status?
You should be able to locate this by hovering over the little Dropbox icon, next to your WiFi on your task/menu bar.
If you could also send me a screenshot of your profile picture and how it shows on your end that'd be great.
