I have been unable to upload files and folders to Dropbox. I have tried a number of things including restarting my computer, clearing my cache and trying different browsers and computers, as well as several other ideas. Can somebody help?

Can you please let me know if this happens with all of your uploads, namely even if you try to upload only a single, small file?
Are you getting stuck at a certain page or are you getting any kind of errors?
If so, I'd appreciate a screenshot too.
