We want to upload files to Dropbox using a third-party URL

For example URL: https://fastly.picsum.photos/id/237/200/300.jpg?hmac=TmmQSbShHz9CdQm0NkEjx1Dyh_Y984R9LpNrpvH2D_U

Is there any API available that we can use to upload files using a third-party URL?
