No, the files are truly deleted - you deleted the account so everything is wiped. There is no way to recover. 180 day recovery is possible for paid users who stay paid users and have the plan at point of deletion.

No, Dropbox doesnt delete things unless its told to OR it deletes entire accounts after 12 months of inactivity. If 1.2gb is gone have you checked www.dropbox.com/backups ? And what about www.dropbox.com/events ?

Shared folders use up the quota of everybody involved. So, your folder takes up their space if its shared. If they dont need to edit it just send a read only link.

Ineligible usually means its on a machine that has already had Dropbox installed, or, on the same IP address as one already in use. You could try and contact support at www.dropbox.com/support and see if they can help?
