The sync icons and the prompt in the Dropbox desktop application indicate that there aren't any issues on that device. Is the Dropbox desktop application status message showing as up to date?

If that is the case, then it sounds like there could be a few possibilities here, Either the files were deleted from the linked folder on their account, or they weren't uploaded in the first place to that link and you were given the wrong shared link to the folder. When you say if you download it to your phone, what do you mean by that? Are you opening the file in the Dropbox mobile app, or do you have to mark it as available offline first to preview it?

Just so you're aware, for a shared folder on a team, you can change the permissions for the folder to allow non-members to access the content. If you need any further info, please let me know.
