Why does the app stop uploading even when the Background App Refresh is turned on? Because Apple only allows background apps 10 minutes of execution time before being forcefully suspended.

Ask the owner of the shared folder how big it is. If Dropbox is telling you that you can't accept it, then it is larger than the amount of available space you have in your account.
