My Sync Issues window is also blank when there are files that won't sync. In my case, I know which files aren't syncing and they will eventually sync when I close the corresponding application, so it's not a problem. I'm just commenting so you know that the blank window isn't a one-off issue.

Another possibility, though a long shot... If your father set up the Files app (not the Dropbox app, but Apple's own Files app) to connect to Dropbox, you may be able to access the content from there. This screenshot is from an iPhone, but it's the same app.
