Is this occurring for all files you're attempting to export, regardless of the size? Do you have any proxy, VPN, firewall, security software, or even ISP/router settings that could be restricting traffic to the following Dropbox domains?

Just to check, have you removed all your shared links on this page? Do you also have any open file requests? These also contribute to the daily limit for data sharing.

Personally, we wouldn't recommend moving the system folders that way, as it could lead to unexpected events such as permission issues, corruption or data deletion. If you were to move the folders that way, it would be at your own risk since this isn't officially supported by Dropbox.
