It seems like the site itself might have an issue with the way it implemented the upload feature using the Dropbox API, if it isn't working correctly. Okay, so the app isn’t trying to download the file, it’s trying to upload it. Is the file visible in the Dropbox folder? Have you tried quitting the Dropbox app and then deleting or moving the file out of the Dropbox folder?
