It does sound like you have a second email address then, one which had the previous payments on it. If you wait for a full 24 hours, you should be able to reset the password for that account, access the account and files, and then upgrade it as needed.

There isn't any need to verify your email address, since the system should send an email even if you don't have a Dropbox account. From the screenshot, this looks to be a normal Dropbox Basic plan, and nothing is greyed out. However, as you mentioned you were charged, this could mean that another account was upgraded. According to your bank statement, were you charged by Dropbox, iTunes or Google Play?

If you're on the newer version of the Dropbox desktop application for Mac OS, then by defaults files would be online-only. If you mark folders as available offline, however, any files in those folders would become offline, including new ones.

It isn't possible for every option on the account page to be greyed out. Could you attach a screenshot showing what you're describing, while hiding any emails or personal info?

Could you try unchecking the first tick on that preferences page, to prevent external drives from being detected, to see if this helps?

If you hover over the Dropbox icon in the menu bar, what version number do you see there?

There isn't an upload limit when uploading to your own account, or syncing via the Dropbox desktop application. The limit only exists for shared links that anyone on the web that access.
