Long-lived (or permanent) tokens were deprecated back in 2021 and can no longer be created. You now use refresh tokens to retrieve new short-lived tokens as needed. That's not something that Dropbox does. If a folder is syncing it will always be a two-way sync. You can tell Dropbox to ignore a file or folder, but this will ignore it completely. v213.3.4480 appears to be the latest. If you install a previous version you'll be automatically updated to the latest version. Dropbox doesn't provide a way to prevent that.
