As Tom said, whenever files are uploaded or downloaded, the computer needs to encrypt or decrypt the files, which depends on the processor. As Rich said, a 'shared link to a folder' and a 'shared folder' are fundamentally different. The first is read-only and can be accessed even without a Dropbox account. The second allows users to edit files in the folder, but they need a Dropbox account of their own.

To add to Rich’s words, the account plan page tells you what proportion of files are shared or private on your account. This way you can easily tell if shared folders/files are taking up a lot of space on your account, so if need be you can remove the shared folders from your account.

Sorry for the confusion, it doesn't mean that Windows 10 is the issue, but sometimes strict security measures can prevent programs from booting up on purpose.
