There are multiple free ones out there on the web, personally I use 7zip at home, so you can use that if you wish. This means that the Dropbox desktop application isn’t running, or the file isn’t in the official Dropbox folder somehow. Could you forward a screenshot showing the entire Dropbox folder, to see if any of the files and folder are syncing?

A quick glance tells me that the filenames of the zip file are different. Is this intentional, as in, was it renamed? Does the zip file have a green tick on it in the Dropbox folder on your machine, confirming it was synced fully?

If clicking the button doesn't work, then it's an issue with that page. As that window is a Mac settings page, and isn't controlled by Dropbox, if you're not using remote login, then we'd recommend getting in contact with Apple on this matter.

You can use the above steps to create a shared link to the image, and then change the dl=0 to raw=1 in order for the image to render in a browser. This way you’ll be able to use it as a forum image.
