Is the shared link on its own showing the most up-to-date changes, when viewing it directly from the site while not logged into your account? If so, then there might be an issue with how Excel is importing the link. Perhaps it’s loading a cached version of the file instead of grabbing the live version.

As mentioned previously, did you check if Excel refreshes the shared link, and if so, how frequently? Perhaps this info from the Microsoft site will help in this regard?

That page is for previewing files on the Dropbox website. The previous article was specifically for mobile devices using the mobile app.

Technically, ODS files might not be supported to preview on iOS as per this article. That article also states that any files supported by your iPhone preview in the Dropbox app. Since you’re using a third party app to open the file, perhaps you can try another app that can open the ODS file natively?

That is rather peculiar! Perhaps a remnant from the upgrade to Mojave? Could you try rebooting the machine completely to see if this helps? Otherwise, try uninstalling the app and then re-installing it.

No it doesn't, however if it is on, and Optimize Storage is on, this makes uploading images to Dropbox much slower.

If we rule out Windows and Dropbox, then it’s something affecting your internet connection and thus the downloaded installer, which is why I suggested downloading it from elsewhere.
