Okay, could you try marking the file as offline first, then export the file to your phone directly into the file system. Afterwards, rename it so it has the same name that it should have in the Keepass database (if it is very specific with filenames) and then import it into Keepass.

Just for clarification, you get this error when you use your mobile device, or your PC, when trying to import into Keepass? If you export the file to a location outside of Dropbox (as in, another folder entirely) and then import it into Keepass, do you get the same error?

If you've upgraded to a Dropbox Professional plan, you can add the shared link to your account from the site when you're signed in. This will add the file to your account, which the Dropbox desktop application will then download automatically.

The app itself should be able to detect any missing or recently deleted files on your machine, so it isn't necessary to specify a location to check. If you see any familiar files, then it should be related to the Dropbox folder.

The photos would be imported twice, because they are separate instances of the camera upload feature. The mobile version doesn't know what files the desktop version has uploaded, and vice versa, so only one should be enabled at any time. If you have separate email addresses, then it means you might have more than one Dropbox account.
