If a file is added to the Dropbox folder in Finder, the creation date of the file will remain as the original. If a file is uploaded to the site directly, then the current date and time would be the modification date.

The cloud icon means files are online-only, while no cloud means files are available. To be available offline, they need to be marked as such. Could you take a screenshot of Finder showing the context menu for the file that it's available offline?
