I disabled the account settings, reinstalled the app with the new version, and the issue happened again. I did not need to restart the computer, I simply opened VSCode and clicked to build my project after Dropbox started (and synced files). @"Hannah" I have deactivated beta releases and continue without open the menu. Probably is some windows change on lastest version that make the dropbox incompatible.

@Hannah when i hover into dropbox icon i can see the status, but doesnt open the menu. Updated, syncing and sending 2 files.

I got the same problem after install the windows insider build 25227, i have tried the stable and beta versions of dropbox and not work. To pause dropbox i need to kill on task manager and re-open to sync.

This is a error of dropbox application, install without give admin permissions. The application will have some problems but it can be used, I have already contacted the support.
