Same issue here, I've tried all of the above (restarting, signing out, proxy settings) and it didn't fix it. I haven't installed any new software (VPN etc.) and it's working fine on my Mac Studio on the same internet connection with the same Dropbox/OS versions. After I signed off and back on it did connect for a bit…
