I can't figure out what is the difference between Available on this device And Always available on this device ??? It seems both means it is available offline but what is the point here of the 2 check marks green and white? And why are there 2 status with same meaning at all

Yes already the entire folder and inside folders are marked as available offline from the dropbox application on my desktop. And the signs don't change.. I tried uninstall and re install as well but same issue

I clicked on the camera but it doesn't give me the option to attach an image it opens a pop up box and above is written image source with text box under it and no option to browse or attach photo from computer
