After 48hrs, there is no more claw back of the dropbox folder location back to cloudstorage after opt-out. Thanks all for your time and support. I hope that it will stick as I had a experience that it silently moved to the cloudstorage after 1 month or few. I will mark this task complete.

Noted. I am following the instructions and direct the download to my original locations (like the screen attached). I will update you if it sticks and not moving to the cloudstorage location. Thanks

I have an exact same situation as @"MsDClark" . But I am less fortunate as it comes back with new storage location (cloudstorage) despite Opt-out and reinstalled in my original location.
