I had the same issue and tried all the possible solutions (sfc, dism, complete manual uninstall and removal of services, etc) without any luck, even with the newest installer (v262). Then I tried going back one version at a time and found that with v250.4.3245 it works. Notably, the size of the installer is much smaller…
