However, this has happened twice now and I wait a few days for the glitch to fix itself (it usually does - just not twice) than go in check referals and it suddenly starts working again... For what it's worth... dropbox has done this to me twice now. I think they hope I'll forget how to get my referal limits back?

My data limit dropped from 6.5gb to the default of 2. I went to check my refer friends list which had 4.5gb listed as promo add-ons and all of a sudden I went from out of space back to my 6.5gb limit...
