That's not possible with Dropbox. There are third-party services that use the Dropbox API to allow you to email a file to a folder in your account, but it's to a single specific folder. You might also be able to use something like IFTTT to build this yourself, but you'll likely still be limited to a single specific folder.

Are the comments embedded in the PDF file? If so, they'll need to download the file and open it in a PDF viewer. The Preview page on the Dropbox website won't show embedded comments. It's just a preview of the original file.

On the phone, you can't. The Dropbox app can only download them back to your phone one at a time. You might be able to connect your phone to your computer and transfer them manually or with iTunes or some other iPhone transfer utility.
