So you can see that I deleted the folder and its subfolders on 9/15. But then it says that Cindy [removed per Community Guidelines] added them back in on the same day and time. I checked with Cindy, she doesn't have anything open.

We are not on teams at all, so that is not it. It is a sub-folder in a shared folder, several layers "down the chain" if you know what I mean. I don't know if this will help or not, but I find that if I use the icon in the tray, and pop open the app window, its easy to switch back and forth between the two accounts. Have you tried that?
