It would appear that the tagging feature is indeed available only to Dropbox Business teams at the moment. So you would have to be a member of the team, to be able to manually add tags to files and folders. If you have any other questions, let me know!

Hey @"Stephen T.8", thanks for commenting! Did you correctly disable the backup feature? You can check the steps to disable it here. If you uninstalled Dropbox before disabling computer backup, you'll need to reinstall it and then disable the feature.
