There is no command line interface for Smart Sync, and the Dropbox API has no support for managing Smart Sync settings. The only way to manage Smart SYnc is through the Dropbox GUI.

If a file doesn't stay set to Online-only, then an application or some other process on your computer is accessing the file, causing Dropbox to download it again. In my case, it was my antivirus attempting to scan the files. You'll need to figure out what application is accessing the files, then prevent it from doing so.

Correct on all counts with one addition; when you open an Online-only file and Dropbox pulls it local, it remains a local file until you again mark it as Online-only.

Make sure you click the Files link first, then Photos should be available just below it. You can also just access the Photos page by typing the URL in your browser's address bar. * https://www.dropbox.com/photos

Uninstall and reinstall the app. That will clear everything from it. It also fully clears the cache, which the app itself is not great at doing itself.
