There is no command line interface for Smart Sync, and the Dropbox API has no support for managing Smart Sync settings. The only way to manage Smart SYnc is through the Dropbox GUI.

No. The owner of a folder needs to transfer ownership before they leave the folder. You'll need to create a new share, copy or move the files into it and re-invite anyone that needs access.

If a file doesn't stay set to Online-only, then an application or some other process on your computer is accessing the file, causing Dropbox to download it again. In my case, it was my antivirus attempting to scan the files. You'll need to figure out what application is accessing the files, then prevent it from doing so.
